Chikao Ōtsuka (大塚 周夫, Ootsuka Chikao, born July 5, 1929 ~ died January 15, 2015) was a Japanese voice actor from Tokyo. His son is fellow voice actor Akio Ōtsuka. In addition to his work in the Kitarō franchise, he is also best known for voicing Yamada-sensei in Nintama Rantarō, Dr. Eggman in the Sonic franchise and for being the dub voice of Dick Dastardly.
He provided the voice of Nezumi-Otoko in the 1968 and 1971 anime adaptations, as well as the Hakaba Kitarō anime. He had also voiced Hakusanbō in the 1996 and 2007 aadaptations.
