Miko called him a "pervert akuma" for his courting to Samarin in the past.

Long time ago, Tommy Rawhead became a minion of Tōgaku Taitei and served the villain since then.
At some point in the past, Tommy Rawhead developed a feeling to Samarin and proposed to her, however his courting didn't bear a fruit.
Many years later, Tommy Rawhead instead attacked Miko, a descendant of Samarin.

Tommy Rawhead, also known as Bloody Bones or Rawhead, is a bogeyman from English and North American folklore. He lurks in deep ponds and drags children down into them, so parents would warn their children not to go near ponds where Tommy Rawhead is rumored to reside. He is also described as a hunched creature drenched with blood who takes away lying children to a bone pile where the bloody bones of such children have been piled up.
